THE DEPARTMENT OF INTERNATIONAL RELATIONS AND FOREIGN STUDENTS AFFAIRS
The Department of International Relations and Foreign Students Affairs has an essential role in building international relations of the Azerbaijan State University of Culture and Arts and reaching the set targets. It is engaged in the protection of University’s interests and rights, as well as in the management and development of international activities of the University’s structural divisions.
The Department of International Relations and Foreign Students Affairs (until 2015 known as the Department of International Relations) has been operating since 2000 and ensures supervision and management of issues related to the foreign students’ education at the University.
Being and independent state Azerbaijan places huge emphasis on culture, cultural education, and integration into the international world.
With its 100-year history Azerbaijan State University of Culture and Arts was the first University among educational institutions of Azerbaijan providing educational programs in art studies to become a member of European League of Institutes of the Arts (ELIA).
Currently ASUCA is the member of the following organizations: European League of Institutes of the Arts (ELIA) (since 2002), International Association of Universities (since 2008), International Association of Theatre Critics (IATC) (since 2010), International Council of Museums (ICOM) (since 2011), Caucasus University Association (since 2013), International Association of Schools of Social Work (IASSW) (since 2017), International Federation of Social Workers (since 2018), Federation of Turkic World Journalists (since 2018), Eurasian Culture and Art Association (since 2018), Cumulus global association of art and design education and research (2022), Black Sea Universities Network (BSUN) (since 2022).
The University has been taking regular and effective measures to build international relations. In the last few years ASUCA signed cooperation agreements with 120 universities in 42 countries. These relations are manifested in the signing of interuniversity mutual agreements, the exchange of students, the secondment of teachers to other universities. Culture, science, and education are the priority areas for the University in building international relations. 1530 foreign students have graduated from the Azerbaijan State University of Culture and Arts so far and built successful careers abroad.
The University participated in various international projects, including Mevlana Exchange Programme, Erasmus+, DAAD: German Academic Exchange Service, UNESCO-Aschberg programme for artists and cultural professionals, Next Level Azerbaijan initiated by the U.S. Embassy in Azerbaijan, TEMPUS - TASIS, Erasmus Mundus.

Department Goals and Objectives:
- improve the image of the University among other prestigious institutions of higher education in different countries
- build strong and beneficial relations with international intermediary educational companies
- increase the number of foreign students in order to internationalize the University
- encourage the involvement of foreigners in the educational programs
- create opportunities for foreign students and teachers to learn Azerbaijani language
- participate in international exhibitions to promote the University
- create opportunities for academic and administrative staff to learn foreign languages
- implement more academic programs in English
- create and increase the number of international double diploma programs at the Bachelor's, Master's and Doctoral levels
- develop study programs in English
- develop more MBA programs (in Azerbaijani and English)
- ensure that educational programs meet international standards based on leading practices of Europe and USA
- build academic relations with international higher education institutions
- become a part of prestigious international networks and actively participate in the events they organize
- enter the World University Rankings
- develop new internal and external projects to increase the financial capabilities of the University
- actively use international exchange opportunities to increase the mobility of academic staff, undergraduate and graduate students based on the principles of integration
- involve foreign lecturers in the teaching process through various international projects
- organize students' participation in international competitions and festivals for practice
- organize participation of academic staff in international competitions and festivals for the purpose of knowledge exchange.
The concepts of the Education Law adopted in the independent Republic of Azerbaijan are aimed at increasing literacy levels, teaching moral and ethical values, which are priority areas for the University. The purpose of the University is to build cooperation with the higher educational institutions, to be recognized as a prestigious institute of higher education, to help to promote studying of spiritual and historical values of the Azerbaijani people, prepares literate specialists with the idea of statehood, moral values, able to protect our independence and contribute to the development of the country.
